The left-hand figure represents wisdom and the right-hand figure that of power.  In the border may be seen past laws on which our current laws are based: on the left - mosaic and roman; and on the right - canon and common.  On the top left is a plumb within a triangle, a Masonic emblem and at the right the American eagle.  The figure at the top right represents equity of the law and at the left, the figure with a bundle of sticks represents power and strength.  The quotation at the top "Doth not wisdom cry and understanding put forth her voice by me.  Princes, rule, nobles even all the judges of the earth".
